PCSX2 Problem

Hey there. For some reason whenever i have tried to play any game using the PCSX2 emulator it just will not work. It was working flawlessly awhile and then I left for awhile for work. When i get back and have some free time I tried to load a game up and I get this dialogue box.

Venous and arterial phase fistulograms were done using total of 40 cc of hypaque solution. The graftotomy sites were closed using 5-0 Prolene running suture and a 19 gauge butterfly placed in the venous end of the graft. The arteriograms were read as above. Cpt code for vein patch angioplasty of brachial artery.

I am running it as administrator. I own that folder (and the entire drive) I have sharing on. I turned windows defender off to test that out and I still get that error. I honestly don't know what the problem is here. I've also uninstalled and then re-installed and that had literally zero effect as well. Any and all help would be appreciated!

Description of the issue:
Several PSX games are not identified by just their serial number, but as cdrom:SLES_... This causes issues with loading/saving savestates. An error 'A file could not be created. Path cdrompcsx2-v1.5.0..' pops up when saving a savestate. And I did not place pcsx2 on a cdrom. :p

How to reproduce the issue:
Boot a game and try creating a savestate for an affected game(check the console title to see if a game serial number is preceded by cdrom:).

Last known version to work:
v1.5.0-dev-1339-gef9a144
Issue was introduced by the following PR. The save states worked when the games were still identified as running BIOS.
